Stirring committee Meets July 15,2010

     Kelly called the meeting to order.  Julie gave the treasurers report.  We have received our $8500.00 check. 

Committee Reports;

Transit. we are getting a new ADA approved van, and the cost is $6800.00. The city is putting in $5000.00 and Horizon is adding $1000.00. It will be here in two months. 

Signage– Deb took the drawing plans for the sign for the new “commercial business district” to the city council.  They approved it. It will be placed in Central Park. 

Paint SD– The house is done and the “Thank you” in the paper. We used all of the $125.00 from NESCAP for supplies and the ad in the paper.  It took 15 gallons of paint and 90 hours labor.  Harlen Reed finished the 2 peaks.

Farmers market will start with an ad in the paper next week and start the week after. 

Community Garden is growing, but has a problem with deer and bunnies.

Food Pantry– started cleaning the Thrift Shop, putting up shelves. Robert Freier has offered to paint all the shelves.  They are planning to open during the city-wide rummage sale, which is August 21.  LaVonne and Mary are going to the food bank in Pierre tomorrow to check it out.  They will be painting the thrift shop on Monday night.  They may need some Monday to build rack for the clothes.

Education Committee– is planning canning classes, when veggies become available.

Cheryl gave an update on the 501 (3) (C). The accountant is going over the final draft, then we will check it , then it goes to the IRS for approval.

Cheryl and Mike are checking on good places to hang our Horizons signs.  Cheryl and her group would like funding for the Welcome Baskets.  They are making 10 up to start. They are asking for $100.00 from the Booster Club and the same from Horizons. 

Kelly will have a seminar about recruiting volunteers on Aug. 5th from 6:30 to 8:30 pm. It will be in Richard Harter’s building.  We need to recruit people to come.

We decided to continue our meetings through the summer every 3rd Thurs. each month at noon.

Motion by LaVonne to approve the lighting bill for the Thrift Store and a 2nd from Chris.. the motion carried.

Motion by LaVonne to approve $100.00 for the “Welcome Baskets” and 2nd by Julie., the motion carried.

Stirring committee Meets June 17,2010

Kelly began the Meeting stating that we had received 2 grants. 1. Paint SD and The Farmers Market for $1000.00 for a structure for the vendors at the Farmers Market. NESCAP also contributed $125.00 for brushes for the Paint SD house.

Kelly showed us the Horizon Passport that will be available. It will be accomplished over a two years, people can go to a Horizon town and have their passport ”stamped” and if anyone completes all the towns listed they have a chance to win a ”made in SD gift basket.” The stamps here in town are available at D & K and Highmore Furniture & Carpetland.

Kelly will be putting on a ”Recruiting Volunteer workshop.” here in town in the near future.

Since there is no longer a chairman for the assisted living committee, it was decided to dis-ban that committee for now.

We have our new Horizon signs to put on the Highways, but the DOT does not want to hang them on the Highway, so we are looking at other ways of and different places to hang them.  We are also going to find out how much two more would cost.

Horizon has been funded for 3 more years to work with Alumni communities, so we need to fill out an interest survey.

There will be a Farmers market vendor workshop Mune 24th here in town from 10:00 to 11:30 at Richard Harter’s building. There will be  3 people from the state here to talk.

Committee reports: Too much rain and they are experimenting with different ways of gardening.

There was a motion by Richard and 2nd by Chris that if any projects from here on out, they need to be voted on by the Stirring Committee. The motion carried.

Darci said the will be an up-coming class in the Aud. about canning.

The food pantry and thrift store– needs cleaning. they have gotten some clothes and racks for donation.

The 501 (3) (C)  The accountant had some questions, that Cheryl and Julie answered and then Cheryl will return it to him. 

Julie had a question, “Can individual use equipment that we earned through Horizons”

Julie made a motion that the equipment should be used for the benefit of the community and not indivdaual and should be left in the county. LaVonne 2nd the motion and it carried.  The meeting adjourned because of time.

Stirring committee Meets May 20, 2010

Lavonne called the meeting to order. Julie made a motion to keep buying the lunches out of Horizon money, so people would be more likely to show up, if there was a meal. Chris seconded it and the motion carried.
Committee reports–
The food pantry has set out cans for donations and is now open the third Friday of every month.
Arts in the park was discussed, and also farm safety, and bike safety;
The Welcome baskets were also discussed and to what would be in them, where they would be housed etc… The booster club had also talked about them. Chris and Cheryl are in charge and will work on them more, when Cheryl returns.
The 501 (3) (C) is at the accountants and he is working on that project.
The chamber was also discussed at booster club.
The meeting adjorned.

Kelly called the meeting to order with 7 members present.  Committee reports were given:

Resource- Connie H proposed an idea for getting workers for the community garden. by having the Horizon Committee workers to get work in exchange for produce and also a “You pick it ” idea. There was a lengthy discussion. It was agreed to have the people who work in the community garden to work the proposals out. Deb, Kelly, Richard, and Cheryl attended a meeting in Kimball about the Farmers market and community Garden rules.

The food pantry truck came in  and there is some confusion on bill from them, so LaVonne will try to straightened it out.  Cheryl made a motion to pay the bill after there is an understanding of the bill.  Richard seconded it and the motion carried.  Cheryl reported the 501 (3)(C) things have been given to the accountant and that Julie has paid Emily for her work. Cheryl said the accountant said the “C” stands for Charitable foundation.     People have donated to the back pack program and enough money has been donated to keep the program running until the end of the year.  “Experience works” would have a person to work after we get our 501 (3) c status.  The meeting adjourned due to time again.

Resource committee meeting March 11, 2010 minutes

Minutes taken by Cheryl Cowan, belatedly formatted by Richard Harter

On 3/11/10, the Horizons Resource Group met at the Rinehart Realty Office. Attending were Deb, Richard, Connie, Bonita, Mike and Cheryl. Richard brought the meeting to order. Our first topic discussed was a possible birding festival to be held in 2011 at the June Harter site. Richard also has information on the lekking ground and shelters to be built there for public use. Fish and Wildlife would like us to have a local committee to check up on their projects. We will discuss this again at a future meeting. Richard also had word the signs to be placed on Highways #47 and #14 will be ready in 2010.

As far as our tourism interests, Cheryl will call the South Dakota Magazine to possibly list our local events in their publication. We will also contact Dakota Energy about listing Highmore’s events in their publication also. Another contact will be the SD Tourism Department for their input.

Other items discussed briefly were: Contacting Dave Roshau about the design for the sign on the corner for Commercial Avenue Business District., advertising for a house for our Paint SD project, and asking Horizons for funding for some advertising for our group as well as some additional funding for an Old Settlers’s Day project.

Our Community Garden and Farmers Market was a longer topic of discussion. Our main topic for the Garden was advertising for a garden shed. We will put an ad in the paper regarding anyone that may have a shed to be moved to the Experiment Farm for our garden and potting shed. Deb reported that our Farmer’s Market will remain exempt from sales tax, although baked items and some preserved items will be required to disclose all ingredients on a label. There was also some discussion about acquiring a canopy for the Market and the requirements for being a seller. All of these will be a topic for another meeting as well. Our first order of garden seeds has arrived—in plenty of time for planting!!

We snacked on cheese and crackers—always a good thing—and the meeting was adjourned. Our next meeting will be sometime in April.

I have drawn 104.25 from the community garden savings account to pay for purchased seed. There are two charges:

84.95 - Henry Fields, Seeds ordered from catalog
19.30 - Runnings, Seed potatoes and onion sets

That leaves 423.68 in the account.

Stirring Committee Meets March 18

Kelly called the meeting to order. There were 9 members present.Committee reports–1) LaVonne– the backpack program has started. There are 12 packs going out. Craig and Peg attended a meeting in Brookings about this program.  The first order from the food bank is coming to our food pantry.  2) Darcy reported that CPR classes are-in the works. They are going to tell babysitters, teachers, etc.  about the classes. Also cake decorating classes .3) Cheryl reported the birding signs are coming, they are provided by fish and wildlife. They are trying to plan a bird festival for 2011. Also grassland knowledge.  The resource brochure was passed out at the crop show.  It should be  put on the web site, if it is e-mailed to Tara.  Chamber of Commerce is on the hold for now.  The community garden are waiting for the new seeds to arrive, but a new shed is still needed. Deb and Richard maybe going to the master gardener classes in Miller.  Cheryl is sending the 501 (3) (c) into the state. Our questions were answered by Emily–1) we are not required to purchase insurance.2) directors are not liable, unless a director goes out on his own 3) not necessary to publish the minutes, but it would be nice is we did. 4) we need to nominate the officers individually at our next meeting

Money request: 1) pay for paint SD ads 2) pay for Garden shed wanted ads 3) Jerry Dittman wants to add a trade show to his car show on old settlers day.

Richard made a motion to pay for the advertising requests and LaVonne 2nd the motion and it carried.  Motion to deny the request for individual funding for Old ‘Settlers Day activities was made by Richard and 2nd by Chris. Motion carried.

Darcy made a motion to purchase gas certificates for $140.00 and 5 $10.00 punch tickets for the transit system and give them to the Food Pantry to be handed out to people who need them.  LaVonne 2nd the motion and the motion carried.

Our graduation Beach Party was discussed. Titan will donate water. Cheryl will pick them up. The BBQ is made . We need to by groceries, set up tables and someone to serve and clean-up.   The dance is 7-11 and the meal is 5;30 to 7:00. cake and ice cream from SDSU will also be served and the gifts we win will be handed out by Kelly. We now have Kelly Richards in the news from our little town. This stay at home mom is making lots of money each month with a online job. The article even mentions scans that prey on people who need the money.
Kelly Richards in not listed in the Highmore phone book and, like the others “from Highmore” and mentioned online, probably does not exist.
Hopefully, no one falls for it. This is the whole article.

Stirring Committee Meets–February 18, 2010

Since Kelly was back she called the meeting to order.  There were 8 members present. The treasurers report was given by Julie.  Suggestions were given to use up the gas and child care money–as door prizes for the Farm and Home show or to buy punch tickets for the transit system.

Cheryl said that Deb R. was awarded Transit Volunteer of the Year and received a plaque.  SDSU is going to do a story about Hyde CO.’s transit system and the success it is.  There are only a few weeks left in this phase of Horizons. 

Committee reports were given

1) Food pantry–has new refrigerator and freezer and Lavonne said we are meeting the needs of the people.  There is a need for laundry detergent for front load washers.  They are also thinking about a fashion show and to sell items on line. (Clothing)

2) Meagan said the assisted living is basically on hold until April 1.

3) Not many education things were scheduled because of the cold and weather.

4) Cheryl reported on the resource–Richard needs more copies made of the brochure he is working on.

The community garden met yesterday and ordered seeds and Mike Volek met with them about getting another small building.  They may need more money for seeds and a canopy for the Farmers Market area.  Nothing more on recycling or chamber of commerce.  Deb has talked to Dave Roshau about signs.  Cheryl said there are signs coming for the bird watching areas on June Harter’s land–the signs will be placed on the Highway–the signs are provided by fish and wildlife. 

There is a Master Gardeners meeting in Miller–see the Highmore Herald for details.  Deb R. is going.  We talked about providing her with gas card and or some of the cost for registration.. 

There was some discussion about the chamber of Commerce because booster club is Monday night.  The noon luncheon was discussed and decided to try and keep it going. 

Karla T. Talked about the graduation Hyde Co. will be having.  Horizon III will becoming to an end in March, but we will be able to keep working through SDSU.  Kelly will still be here and we will become and Alumni community.  We need to plan a celebration for our community the date, where, kind of celebration.  We may want to save some of the money to pay expenses of the celebration.  the money needs to be spent by April 1.  SDSU will provide our community with…

1) cake and SDSU ice cream, napkins, plates, forks. 

2) symbolic “Big Check” of $8500.00 the real check will come in June.

3)There will be a surprise

4)We will get a LCD projector an screen that needs to be in a public place–secured for public use of them with a check out system..

5) Lap-Top computer with the same check out and security rules.  We decided to have a Beach party theme for the celebration and have it March 27th . Cheryl, Kris, Mary Ann Julie and Meagan volunteered to work on the beach party. Mary Ann will all Galaxy Nine.  Cheryl suggested a flyer for the crop show about our celebration. the Farm and Home Show is March 6th form 9 to 3

Cheryl said we will have a signing meeting for the signatures on the By-laws and Articles of incorporation for the 501(3) C/  Then-it will be given to the accountant , Karla said to be thinking about the future of Horizons in our community and continuing on.

Stirring Committee Meets–January 21, 2010

Lavonne Wood called the meeting to order with nine members present @ 12:00 noon on January 21, 2010.

Committee Reports

1) Education- we should advertise in paper, crawl, posters and get copies to the food pantry people.

2) Food pantry-the refrigerator is in and Rod Domke has a used freezer they can use until the new one comes.

Karla could not make the meeting today because of the weather.

3) Resource- Richard said they have not had meetings lately, but the transit is busy and the drivers are now being paid.  Garden Club has $500.00 to buy seeds for the new season. They are also still gathering information for the chamber.  there are a few changes on the resource guide and then they will be ready to print.  Elsie said she really uses hers at school.  It was mentioned maybe a Welcome Wagon would be nice or have the information in a central location.

Treasurers report was given by Julie. $2562.98 left to spend by March 31 and $350.00 left to spend for  gas cards. and or child care and the $1500.00 has been put into the Knights of Columbus account.

Julie explained the 501(3) (C) and Articles of Incorporation.

New Business–Booth at the Farm and Home show.  Rod made a motion to pay the $25.00 for booth rent.  and Richard seconded it.  Cheryl and Kathy will work together on getting it organized.  Julie will see if Kelly has any props we can use for backdrops.

Rod made a motion to adjourn and Richard seconded it.
