Recycling Report

December 31st, 2009 by granrd

I have been procrastinating about writing a report but I want to get it done before the end of the year so here goes.
34 families were represented in a survey taken at the volley ball game the same evening as the Lehrkamp benefit and Horizen Celebration Meal in October. Three people received gas cards after their names were drawn from the participants.
The public is interested in recycling and willing to bring the materials to a location or have it picked up.
The information from the survey and additional information was provided to the City council at the November meeting. The information was provided in advance for distribution and placed on the agenda.
As I understand it, the city council felt the FBLA at school should have the opportunity to recycle the newspapers and the Mayor was doing to look into recycling in general.
I have found places that pay nominal amounts of money for recycling material which could be beneficial for 4-H clubs or classes at school or Horizon.
The longer I look into recycling, the more I am convinced that recycling can work if people want it to work. There are many barriers which are possible to work around if people want to do it.
With the temperature around zero, it is evident to me that recycling
needs to be a total program of reusing, repurposing, composting, and recycling.
Not much can be done until I am able to attend a meeting and get more input. I very much want to have a recycling program that works with what we have and does not spend anymore total dollars than is already going out for burying the garbage. If you are interested in doing the same please let me know, so you can be added to the committee.
Have a HAPPY NEW YEAR!

11-9-09 the Horizons Resource Group Minutes

December 17th, 2009 by rharter

Minutes taken by Cheryl Cowan, Edited by Richard Harter

On 11-9-09 the Horizons Resource Group met at the Rinehart Realty Office. Richard called the meeting to order with Deb, Bonita, Mike and Cheryl present. Our first discussion was the informational meeting held about a possible Chamber of Commerce. We discussed a possibility of a Commerce sharing space somewhere, as well as having its own phone number and physical address. There will be more meetings and info in the coming months.

The Resource Journal is still evolving. Even though there are quite a few copies out, we have more additions to be made before the final version. We discussed how many may need printed and where they would be the most useful for distribution. There will also be some blank space to add items for those that use the journal.

Our Transit update says the transit is being used more often here in town and also making more out of town trips. We now have two vans, one with a wheelchair lift, one without.

Mike will be in contact with the Fish and Wildlife people, working on the signs for the highway. We would like the signs to be placed before the tourist season of 2010.

This was a shorter meeting — lots of things in the works, completions on the back burners. Our next meeting will be at Rinehart Realty on Monday, Nov. 30th at 7:00 PM. Must be about time for the Holiday Foods to show up!!

Resource and C of C meeting minutes for 10-13-09

November 2nd, 2009 by rharter

Minutes of the October 13 meeting, recorded by Cheryl Cowan, edited by Richard Harter

The Horizons Resource Group met on Oct 13 at the Rinehart Realty Building. The meeting was called to order by Richard Harter. Members present were: Richard, Deb, Joyce, Connie, Mike and Cheryl. The first item discussed was the recycling information gathered by Connie. She has been in contact with recycling businesses in Sioux Falls, Pierre and Miller. The recycling bins in the City of Ft. Pierre were discussed as a possible idea. Tri-State Insulation in Miller will take our newspaper if we would like to collect it or have a paper drive. The Steps for Hope are already collecting aluminum cans for their group—contact Sandi Hemminger about where to deliver the cans. Connie is doing more research on this project and feels that starting small will be the plan.

We went on to discuss the Community Garden, how the year went, and the possibility of a new garden shed to replace the one blown away. One idea is to construct it with recycled lumber from some of the demolition projects in town. This idea would need to be discussed with others and any group that would be interested and able to assist in the construction.

Our next topic was the Chamber of Commerce. In visiting with Kelly, she feels that we need more info from those involved with others that have formed a Chamber. We could possibly have this explained during a Noon Business Luncheon. This could get the questions out there about the need for and extent of Chamber that Hyde Co. could support. The objectives of a Chamber were also discussed.

Mike has been in contact with the DOT about the signage for the waterfowl refuge. There are some criteria that need to be met for the signs in the ditches of our State Highways. The blue signs have an annual rental fee. The brown and white signs require restrooms and shelter provided when you are at the signs destination. Mike will call the Fish and Wildlife office to ask more questions about our ability to procure signs and have them placed properly.

Our Transit System was the next item. It was decided that we would ask the Steering Committee at their October meeting if it would be possible to receive $500 to defray the cost/match needed from now until 1/1/09 when the city and county funds are available. About $250 could be a fuel match and the other $250 could be administrative. We should soon have some sort of press release from the DOT and River City about our bus service.
Our brochure is nearing its final printing. Richard just keeps finding more good information that needs to be at the fingertips of our new and veteran citizens. The feedback from those receiving the guides has been all positive and makes this job feel totally worthwhile. A lot of our additions to the brochure come from the users that notice a new area needed. Thanks!!
We will be having an upcoming garden meeting at Richard’s in the near future. This will be a study night for us on food safety and Farmers Markets. Time to be announced. Our next Resource meeting will be Monday, Nov. 9th at 7:00 PM at Rinehart Realty. We all enjoyed our usual snacks and some visiting at the end of the evening.

Community leadership

October 31st, 2009 by rharter

What is your community’s plan for maintaining a strong community leadership system?

The simple truth is that the community does not have a plan. To begin with it doesn’t have a strong community leadership system to maintain. What we do have is a number of fragmented groups with leadership being being provided by those who have a special interest in seeing something happen.

That may be a good thing. People have different goals and agendas; a community is not a corporation, a church, or a government bureau. We don’t need A Community Leadership System in capital letters.

That said, the Horizons project has shaken things up in a good way. People who didn’t think of themselves as being leaders have become leaders. New things have happened because people responded to the thought that we can do things that we never thought of doing before.

Hopefully, the Horizons Steering Committee will continue to be a strong
